The Exploraion Of Improving The Household Contract Management System In The Grassland Area Under The New Background

Household contract management system is a basic institution in pastoral areas in China^it has a great meaning to improve the household contract management system in the grassland area under the new background. This paper is based on the theories of property rights, public goods and the public pond, taking improve the household contract management system in the grassland area as perspective, making " stable the familiy contracting in grassland, develop the diversity of operation model of animal busbandry in grassland" for value orientation, and systematically investigates the diversification of animal busbandry operation models with the field work investigation in Xilingol league.The situations there on new background are that:the grassland ecology and the herdsmen lives are deteriorating; forest tenure is under reformation, and the contradiction between grass and forest is still a problem; the government attaches great importance to improve the grassland household contract management system; an ecological subsidies bonus system is implementing. After knowing the changes of the grassland livestock management system in China, this paper reveals the problems faced by the household contract management system(nomadic settlement worsen the grassland ecology; contradictions between big markets and the small herdsmen exist; violations on grasslands which undermine the rights and interests of herdsmen happen frequently; the income gap between rich and poor widens which may lead polarization; and the grassland culture inheritance faces a difficult situation).After the researches on the family ranch mode, partnership management mode, cooperative management mode and the stock operation mode in the Xilingol league, the author find that the operation model of animal busbandry in grassland has the trend of diversification.Using grassland household contract management system as a foundation, the diversity operaion models of animal husbandry industry, is very important to complete the grassland household contract management system, and solve the the confusions which happen in the process of implementation of this system. Finally, this paper puts forward that the long-term implementation and the policy stability should be ensured; the particularity of the grassland should be paid more attention to; the operating systems should be diversified and the choices of the herdsmen should be respected; the operation mode should be chosen scientifically and reasonably; the relative supporting systems should be improved by the government(the constructions of security system, legal supervision system, science and technology service system, etc.), and some other policy Suggestions.
