With the continuous improvement of our social and economic level,construction of ecological civilization are set out in the outstandingposition in building socialism with Chinese characteristics. The18thNational Congress of CPC points out:“Promoting ecological progress isa long-term task of vital importance to the people’s wellbeing and China’sfuture. Faced with increasing resource constraints, severe environmentalpollution and a deteriorating ecosystem, we must raise our ecologicalawareness of the need to respect, accommodate to and protect nature. Wemust give high priority to making ecological progress and incorporate itinto all aspects and the whole process of advancing economic, political,cultural, and social progress.” and points out,“We should remaincommitted to the basic state policy of conserving resources and protectingthe environment as well as the principle of giving high priority toconserving resources, protecting the environment and promoting itsnatural restoration” It provides a direction for grassland construction ofChinese agricultural comprehensive development. Since theimplementation of the Chinese agricultural comprehensive development,it has carried out significant work on improving agricultural infrastructureconditions, enhancing agricultural comprehensive production ability,supporting agricultural industrialization management and promotingagricultural sustainable development. It has made a positive contributionin Chinese agricultural and rural economy development of fast and good.The program began in1992. Two decades, the coverage expanded to12counties such as Dong Ujimqin Qi by the first two counties. By2012, itinvested a total of900million yuan by Financial Fund; constructed94million mu of artificial grasslands and26million mu of high yield feedbase; improved237mu million grasslands; divided631million mu forrotational grazed; upgraded6million mu of medium and low-yield fields; carried out154industrialization projects and11department projects. Inpushing for agriculture and livestock production, it made a sustainedrecovery in ecology of project area; improved greatly in infrastructureconditions; enhanced greatly the capacity for disaster prevention andmitigation and sustained development; rose steadily in farming andanimal husbandry production efficiency and income level of farmers andherdsmen. It achieved a skillfully effect. At present, the agriculturalcomprehensive development is facing the new situations, new tasks andnew requirements. How to keep the original characteristics indeteriorative environmental? How to work in promoting the constructionof ecological civilization of pastoral? How to achieve a win-win situationin grasslands ecological protection and the development of the pastoraleconomy? This paper has a certain significance, which takes XilingolLeague as its research area to study the problems and countermeasures ofdevelopment direction in grassland construction of agriculturalcomprehensive development.This paper collects the basis of collection and policies of agriculturalcomprehensive development, to survey the various counties, and in theseaspects, this paper puts forward some suggestions by analyzing thepresent situation, functions and problems.This paper firstly presents the historical significance of grasslandconstruction of agricultural comprehensive development.In the second part, it analyzes the present situation and results in thegrassland construction of agricultural comprehensive development. Theresults include solving the problems of animal husbandry’s developmentin region with contradiction between grasslands and domestic animals;creating the model of characteristic rotation grazing; acceleratingecological restoration of the grasslands; achieving the win-winrelationship between peasants and land; supporting the development ofspecialized cooperatives; creating the road of modern pastoral in scienceand technology. In the third part, the paper deliberates the problems and reasons ofthe grassland construction of agricultural comprehensive development.The problems include unharmonious ratio of funding; unreasonableproject distribution in grassland construction and lacking of management.The reasons include the invalid policy propaganda; the small scale in thegrassland improvement; the mismatched methods.In the fourth part, the paper puts forward some suggestions forimprovement. To adjust the proportion of investment in the grasslandconstruction of agricultural comprehensive development and distribute itrationally for development in the green, recurrence, and loop; to arrange“the construction of natural grassland” and “aquaculture productionindustrialization”; to establish the performance evaluation and increasethe propaganda in the grassland construction of agriculturalcomprehensive development.
