The Linzhou city of Henan Province is located in Henan, Shanxi and Hebei provinces at the junction, is the heart of the Central Plains Economic Zone, the development of Linzhou is easy to cause radiation effects; It is meaningful to take the Linzhou as an example of rural practical technology talent development.First, This paper introduces the background of the study, purpose and meaning of the content on the domestic and international dynamics, the purpose and necessity of the development of rural scientific and technological talents; and then study the rural scientific and technological talents, rural practical technology talent development basic theory, provide a theoretical basis for the writing of the article, the urgency to explore the rural scientific and technological talents on the agriculture, rural areas and farmers; again combined with the field situation of Linzhou to elaborate the opportunities of the development of rural scientific and technological talents, results show that:the mainstream of development of rural scientific and technological talents is good, but it does have some problems; followed by an analysis of the main reason of rural scientific and technological talents in the Linzhou; Finally, for the problems and the main reasons of the rural scientific and technological talents, then put forward relevant countermeasures from strategic perspective, development mechanisms, the development path and development model, It Enriched the existing research to a certain extent, provide a reference for the development of human resources in rural areas.
