Analysis Of The Effects From Scientific And Technological Services To The Modernization Construction In Rural Areas

The problems related to agriculture, rural areas and the farmers are of great significance to the reform and opening-up policy and the overall situation of the modern construction. The stability in the whole country could not be achieved without its realization in the rural areas; the well-off of the whole nation could not be achieved without its realization among the farmers; the modernization of the whole national economy could not be achieved without its achievement of the agriculture. Agricultural universities have formed their unique influence during their long-term of dealing with the three agricultural problems. The rejuvenation of agriculture through science and technology does not only refer to the research and promotion of the science and technology, but also the training of the human capital in rural areas and agriculture. Meanwhile, the development of the agricultural modernization brings new opportunities for agricultural universities. But up to now, there are still many internal and external factors in those universities that restrict the full play of the service roll of science and technology. Nowadays, the agricultural universities have played a more and more importance role in the modernization of the rural areas which presses they do relevant modulations to their current construction and mechanism under the new situation. This article, based on the old research findings and practical experiences gained from the agricultural modernization construction by the university science and research services, is just completed to meet the purpose.The theme parts cover from the chapterⅡto chapterⅤ. Firstly, the article gives a brief definition of the concept of university science and research services and the modernization of the rural areas. Based on separate analysis of the current situation to the two topics, it analyzes the current situation of serving the modernization construction of rural areas through science and technology. It comes to a conclusion that besides the achievements we've gained, many problems still exist in the university science and research services. In order to suit the remedy to the case, it gives a further analysis of the reasons to these problems from the government, rural areas, universities themselves and social ideology.Then, started from SWOT Theory, by comparison, the article takes the technical van created by Nanjing Agricultural University as an example of serving the modernization construction of rural areas through science and technology. It introduces the roll and effects that Nanjing Agricultural University plays in serving the rural areas. Judging from the terms of Nanjing Agricultural University itself and factors like its location, the article analyzes the endogenous and exogenous comparative sources by solid evidence, and summarizes the comparative advantages and disadvantages between university and other agriculture-related institutions. The results shows that, among all orders of society services to modernization in the rural areas, university has its advantages in the aspects like agricultural science and technology talent cultivation, the research and promotion of agricultural science and technology and the deep inter-exchange with farmers, while obvious disadvantages in the policy execution, macro-regulation, etc. So this part, using the universities abroad for reference, suggests measures that help to carry forward the advantages and avoiding the disadvantages.In the next part, seeing from the motivate policy to teachers in agricultural university and incentive policy of drawing graduates to the grassroot organizations, the article firstly analyze the current policies our country take in university science and technology service. Then it introduces current policies on the modernization of the rural areas we take through the promotion of agricultural technology, education and training of the farmers. And based on the explanation and analysis of the current policy, the article summarizes the restrictive factors that hinders the university science and technology service and the modernization of the rural areas, mainly including the inadequate understanding of the status of the agricultural university, the lack of relevant policies of extending the sources of their funds and supervising of the expending, the imperfection of those relevant policies due to the immature cooperation between universities and the corporations, the lack of incentive mechanisms in university to speed up the conversion of results and the policy mechanism that assures the cooperation between the two.In the end, based on the researches above, this article puts forward the vast perspective for agriculture to play full use of its unique influence under the situation of current construction of the new rural areas. Also on the whole, the article provides policy suggestions from the government macro-regulation to assure universities could favorably play their roll in serving the modernization construction of rural areas through science and technology.
