In the 21 st century,the biggest challenge that enterprise management faces is how to improve the productivity of scientific and technological talents and how to manage scientific and technological talents.This plays a very important role in the development of the national economy and the enterprises.Human resource management is an important part of modern enterprise management.The optimal allocation and flow of human resources are an important symbol of modern civilization and market economy.The national economic development,adjustment of industrial structure,and development of the tertiary industry will promote the flow of human resources.Technological talents belong to high-quality human resources.In the process of economic globalization,whoever has high-quality human resources may be able to better play the role of high-quality human resources,and have the initiative to develop the economy to gain a competitive advantage in the market.Especially after China's accession to the WTO,the competition for the acquisition of international talents has become increasingly domestic,and many companies have faced great challenges in the management of scientific and technological talents,especially knowledge-and technology-intensive enterprises,which have a very common problem of brain drain leading to increase the company management costs.Therefore,this paper analyzes the problem of the loss of scientific and technological talents in enterprise human resource management,and studies how to manage the scientific and technological talent team better,which has a very important practical and theoretical significance.This paper is based on the background of LX company's development process,which is plagued by the loss of scientific and technological talents,resulting in the increase of human cost,management cost and training cost,and even affecting the normal production and management of the enterprise,this paper takes the flow of scientific and technological talents as the research object by using the methods of literature research,system analysis and questionnaire survey In-depth study.Through the definition of the basic concepts of human capital,talents,scientific and technological talents,brain drain,and scientific and technological talents drain,this paper studies the theories of human capital,motivation and brain drain.A detailed questionnaire is designed for the current situation of LX company's scientific and technological talents.Through the collection of questionnaires and special interviews with resigned personnel,a large number of data are obtained,and the basic situation of LX company's scientific and technological talents loss is clarified through analysis.This paper studies the direction,external macro environment,internal management mechanism and personal factors of the brain drain of LX company,and puts forward some measures to solve the brain drain of LX company,strictly control the source of talents,recruit talents who share the same goals and values with the enterprises and formulate a salary system with incentive effect,The designed salary should have external competitiveness,internal fairness,dual channels,reasonable performance salary and personalized and diversified benefits;strengthen the training and career planning of employees,make career development plans and set career goals;strengthen the management of talent early warning,set effective talent early warning mechanism and build talent information according to the results of talent early warning analysis We should improve the management of talents leaving,strengthen the management of science and technology talents leaving and establish the company's interest protection system.The paper not only has great practical significance for LX company,but also can provide certain practical value for other similar enterprises in China.
