China’s socialist market economic system and perfect, to our country electric power enterprise development put forward new demands. From the past completely in accordance with the planned economic system in the operating environment, into the market gradually in the development environment, requirements of electric power enterprise the rapid conversion of management, update the management concept, to adapt to the new changes in the development of the requirements, and improve enterprise’s survival and development ability, to ensure sufficient supply of power products. In order to realize the scientific development, the state-owned power company has to change human resources management, build accord with market rule of development of the human resource management mechanism. This requires the state-owned electric power enterprise human resources management from the aspects of establishing effective management system, and efforts to implement. This paper selects the occupation career planning as the perspective to explore the state-owned power enterprises in the field of professional management through taking the Shaanxi province electric power (Group) Limited company for example. The aim of this research is to analyze the career planning of the middle managers in the group through researching the special human resource management in order to build the modern too electric power enterprise human resources management mechanism to provide a scientific basis.This paper selects the middle managers as the research of occupation career management in electric power enterprise’s main target, was given to this group of state-owned power enterprises not only bear the duty of stable development, but also shoulder the responsibility of state-owned power enterprises future development. The middle managers in the stated electrical enterprises are in the key link of the communication channel in the company and they have the obvious complicated function compared with other employees in the company. They are not only responsible for the basic role but also supporting the strategic decisions of the top managers. Therefore, the research towards the career management of this group has certain practical meaning and higher theoretical values. The research of this paper develops mainly around the following several aspects:This paper first on the occupation career related concepts and theories of knowledge are introduced and summarized. Secondly, in order to take place in Shaanxi province electric power (Group) Limited company as the case, to summarize the occupation career planning in the stated electrical enterprises, and find the existing main problems. Thirdly, on the basis of the anlaysis towards the relevant issues above, this place in Shanxi province electric power (Group) Limited company’s middle managers design the occupation career planning. Finally, this article on Shanxi local electric power (Group) Limited company’s middle managers of the occupation career planning and effective implementation and puts forward some protection measures. Hope that through this study, to our country state-owned electric power enterprise’s occupation career planning, and human resources management have certain positive promoting role.
