Promote The Medical Equipment In Our Country Small And Medium-sized Enterprise Financing Policy Research

Medical devices are of irreplaceable significance for clinical diagnosis, disease prevention and rehabilitation. Medical devices could promote patient rehabilitation and improve clinical diagnosis and treatment. However, as the main player in the innovative medical device market, most medium and small medical device enterprises have encountered financing difficulties. Although China has taken a series of measures to facilitate financing channels for medium and small enterprises, financing is still a severe challenge for medium and small medical device enterprises.The combination of financial capital and medical device technologies will vigorously promote development of the medical device industry, which will not only tackle the problem of "high cost of medical services", but also drive rapid growth of national economy in China. Therefore, it is of great significance to explore policies to facilitate financing for medium and small medical device enterprises.Based on literature review, informant interview and other methods, this paper summarized current financing policies and channels for medium and small medical device enterprises in China and sorted out financing experience of medium and small medical device enterprises in US and Japan. Based on analysis of financing difficulties for medium and small medical device enterprises in China, the paper put forward policy recommendations to improve the financing environment and promoting combination of financing capital and medical device technologies.China’s medium and small medical device enterprises encountered following financing difficulties:incomplete financing legislation and supporting policies for medium and small enterprises; lack of motivation for banks to offer loans to medium and small enterprises; incomplete capital market; lack of smooth venture capital channels for medical devices; absence of policy-based financial institutions and policy funds; incomplete credit guarantee mechanisms; insufficient support from financial policies and taxation policies; little tangible asset, weak innovative capacities and unfavorable financing environment.With reference to foreign experience, the author has put forward following recommendations:to accelerate financing legislation for medium and small enterprises and improve supporting policies and measures; to increase bank loans for medium and small enterprises and improve the credit guarantee mechanism; to reform GEM requirements and standardize over-the-counter trading market; to set up special policy-based financial institutions; to adjust current financing and taxation polices; to improve financing environment for medium and small enterprises.
