Research In The Financing Difficulties And Support Policies Of Science And Technology Type Small And Medium-sized Enterprises In New Normal Of Tianjin

Small and medium-sized enterprises especially the technology type ones have entered their best times ever under the background of new normal economy in China which everyone is encouraged to innovate.The flexible management system and the exuberant innovation have become the important pushing power in the change of economic development mode and the optimization of economic structure.While through the numbers of 2014 and 2015,90% of the science and technology type small and medium-sized enterprises have encountered the financing dilemma,and 70% of which must solve the problem themselves.The former researches in the financing of the science and technology type small and medium-sized enterprises are mainly narrative analyses through classification,comparison and combination of demonstration and specification,and also extensive summarizes form the aspect of policies,financing sources and platforms,financing innovation and the distribution of financing resources.As for the circumstances in China,the development of the different regions is unbalanced.The economic structure needs to be optimized.The determination of the open-up policy and encourages for innovation is very solid.The result of this research insists on the idea that financing achieves the technological innovation while the innovation brings up the new financing.After studying the data of the development of science and technology type small and medium-sized enterprises in Tianjin,analyzing the financial background and the causes of their financing dilemma,referencing the foster policy for science and technology type small and medium-sized enterprises of developed countries and some domestic experiences,this research constructively proposes the importance of enforcement of supervising and guiding policy,focusing on technology and innovation,enforcing the awareness of cooperation,and solving the financing dilemma of the science and technology type small and medium-sized enterprises though precisely targeting the destination,improving the competitive through better asset operation and management.
