China domestic manufacturers arc achieved the products exports to the developed countries through the third party product safety certification services. Company X is a company with one hundred years of history, the third party certification service organization. It is an internationally recognized safety inspection and its own logo authorized agencies, electromechanical, including civil electrical products issued safety signs. At present, the initial production inspection for high-technology equipment products has a high nonconformance rate, which caused great negative impacts to customer satisfaction. As a certified company logo integrity, reputation, representing the market consumers on safety certification accreditation level, only the safety of products so that consumers can have confidence for the certification mark. How in the increasingly fierce competition of the certification market, ensuring product safety compliance and maintenance of certification mark of the integrity, reputation, and continued to win customer satisfaction and loyalty are placed in the X company urgent task.Currently,4P, SWOT, PEST and five forces model are the popular methods to be applied for the analysis of the corporate environment, but the analysis for product safety service is rare. For the high nonconformance rate during the initial production inspection for high technology products certified by Company X, as the system metaphor throughout the text, the paper used the questionnaire investigation to confirm the current state of the system Metaphors—Brain Metaphor. The system methodology based on brain metaphor is determined as the interactive planning methodology.From the above analysis, some recommendations for the development of certification services in Company X:1, Provide value-added services to customers;2Customer relationship maintenance recommendations;3, Culture and management recommendations;4. Building a learning organization proposals.
