| Certification and Accreditation Administration held a national certification agency management conference on September,2014. The conference defined the reform direction in the field of certification, the progress plan and measures that needed to be taken by any related departments. This conference also involves open questions about the certificate and testing market of compulsory product, meanwhile, sets up a work objective, aiming to treat private and foreign organizations equally and carry out fair competition to moderate.The gradual opening of market is bound to have huge impact on the original state-owned certification organizations, how these organizations to face the new challenge under the background and how to make the appropriate competitive strategy, in order to take a place in the environment of market competition. All of the above are the direction and subject this paper is going to discuss.Based on the PDCA cycle theory to analysis problems, this paper studies the environment, advantages and disadvantages of state-owned certification institution according to the PESTEL model, Porter’s five forces model and SWOT model. Finally, make the corresponding competition strategy choice on account of Porter’s competitive strategy theory. Under the condition of open market, relying on the original theoretical basis to develop and innovate of concept is the best way to promote the compulsory product certification making progress under the new pattern. |
