Who can create better development environment, who can attract more production elements, and who can grasp the initiative development. The article mainly describes the regional competition, increasing pressure of competition in the market. Through years of analysis and research, Xian Tao City is faced with both rare opportunities for development and severe competition and challenges, there are five aspects:First is the problem of the policy environment unobstructed. Xian Tao City has established a series of regulations and preferential policies to promote enterprise development, including investment, but some failed to put in practice very well. Public services and social intermediary organizations operating service charge not standard and social reflect relatively strong.
