Study On The Coordination Between Ecological Environment And Economic Development In West China

The acceleration of industrialization and modernization in west China is facing rigid constraint of resources and environment. The ecological system and economic system are uncoordinated increasingly.At present the quality of the ecological environment in west China is getting worse and characterized by continuity, not intractable and reversible. According to the description and estimation from Environment Kuznets Curve, in the future it will not only face increasingly serious ecological damage, and will also face an increasingly serious problem of regional pollution. As a national ecological barriers, the study of the coordination between ecological environment and economic development in west China is not a local issue,but a national issues.The thesis'core value is to respect for nature and protect the environment, and it pursuits of harmony between man and nature. This paper is divided into three levels:The first level is the theoretical explanation; The second level is the model and empirical analysis; The third level is countermeasures. It has 9 chapters, each chapter'summary read as follows:Introduction:It explained the theoretical and realistic value of this research and it introduced the author's approach, the innovation and deficiency.Chapter 1: Theoretical study. It systematically compiled the related theory at home and abroad.Chapter 2: Firstly it set of a few basic concepts and then analyzed of the theoretical foundation about"the coordination between ecological environment and economic development in west China"from two perspectives: philosophy and economics. Under the assumption of "Ecological man" it proposed a theoretical framework.Through these it laid a solid foundation for the study behind.Chapter 3: It studied a comprehensive judgment for status in the west: Firstly through the horizontal analysis it studied the evolutionary situation of the ecological environment in west China. Secondly through the vertical analysis it studied the specific characterization and the core features; Finally according to an appropriate model it calculated the degree of coordination between the ecological system and the economic system in west China.Chapter 4: It analyzed the intrinsic mechanism of the non-coordination between ecological environment and economic development in west China. The fore factor was the impact of the irrational economic behavior. The basic factor was the vulnerability of ecological basis and the pressure of the western population. The direct factors included some factors such as the industrial structure, the transfer of pollution, capital and technology. The direct factor was the imperfect systems and mechanisms. In one word it caused non-coordinated state between the ecological system and the economic system in west China under the impact of various factors together.Chapter 5: From the perspective of regional coordination,the ecological compensation should be seen as a key to breakthrough the plight of non-coordination between ecological environment and economic development in west China. Now it faced the dilemma of "to food and clothing or to environmental protection" in west China.We need pursuit the balance of economic capital in east china and ecological capital in west China by ecological compensation.Chapter 6: Drawing on the model EKC it studied the intrinsic link between environmental quality and economic growth in the west China. It deeply studied the intrinsic link between environmental quality and economic growth in west China through using of the relevant historical data since reform and opening up. After the comparisons of inflection point, estimation of model parameters and Granger-Causality Test, it reached a general conclusion. It had not only proved the existence of the western EKC, and made a theoretical explanation. Finally it amended the western EKC by relaxing assumption and adding new variables.Chapter 7: It pointed out the practice path of the coordination between ecological environment and economic development in west China: to develop eco-economy. First of all we need the rehabilitation and reconstruction of regional ecosystems in west China which for improving the eco-efficiency. Second, we must readjust and optimize the regional economic systems in west China to increase the economic benefits. Third, we need create one green support systems to enhance technology systems'connectivity and promote healthy coupling between ecological systems and economic systems in west China.Chapter 8: It proposed some valuable measures: Drawing on the experience about economic development and environmental protection in the west United States, it proposed to take the road of scientific development firmly under the guidance of the scientific theory of development and ecological civilization. And through reasonable mechanism to promote the coordination development between ecological environment and economic development in west China .The new ideas include:(1)Study Methods. Firstly, It used of mathematical analysis method to study of the EKC comprehensively in west China.It not only discovered the existence of the western EKC ,but also gave a reasonable theory explanation. Secondly, It criticized the methodology paradigm of neo-classical economics. It took one method by relaxing assumption and adding new variables to enhance integration between the theory and the reality . Through this way it found the essence of the phenomenon and jumped out the logic trap of neo-classical economics.(2) Logical starting point. The coordination between ecological environment and economic development had dual feature:It reflected not only the relationship between man and nature, but also the relations between people. As a logical starting point of the full text it studied not only the technical attributes between man and nature but also the system attributes between people. On the one hand by building model and estimating parameters it studied the technical relevance between ecological environmental and economic growth in the west China.On the other hand it seen the system as an endogenous variable to study the mechanism about the balance between the ecological and economic interests of people.(3) Innovative points.â‘ On the basis of previous research results it described and estimated the extent of coordination between ecological environment and economic development in west China by developing an evaluation model.â‘¡It supplemented the economic basis of ecological compensation and expanded the Pareto standard. Then it found that the establishment of ecological compensation was essentially a process of Kaldor-Hicks improvement. Another it analyzed a dual "spillover effect"of the destruction and construction of the ecological environment in west China with a new concept of"the asymmetric application of externalities".â‘¢Through two expanded model about IPAT it calculated the impact factor of resource consumption and environmental pollution since the western development.
