The Studies Of The Investment Environment And Improvement Of Mianyang Economic And Technological Development Area Based On Analytic Hierarchy Process

The development areas are the most important areas to attracting foreign capital and Petri dishes of China government for foreign capital utilization, even more of a main handhold and most important growth pole to promote region economic development. Whether the international or domestic investment, investors always want to found a most optimal investment zone as their investment object, naturally, whether it have better investment environment has become a key actor to decide the success of capital attracting. As a sub-central and national economic and technological development area, MEDA already become the hotpot of west economic development and a focus of every kinds of capital, MEDA must have a better investment environment if want to strengthen its competitiveness and make sure its leap development. Our study use qualitative and quantitative analysis combination to analyze the investment environment of MEDA.First, from the perspective of hard and soft environment overview the investment environment, hardware includes natural resources and infrastructures, software includes political environment, economic development, industrial development, planning and layout also human resources.Next, according to the principles of assessment index system, use the Delphi methods, recombinated with the recent mode to evaluate investment environment, constructed a investment environment evaluation system, constituted by 4 subsystem layers,12 factor levels and 32 indicator levels. Also pick national CETZ and Chengdu economic and techlogical development zone as the comparison to comparison analysis.Again, use AHP quantitative analysis invest environment, use judgment analysis to transfer the multi-factor and multi-level environment problem to a quantitative results, calculate every index weight consistency check, dimensionless standarded the gathered data, use the weighted and calculated invest environment scores to get the final overall evaluation.Research results showed, for more than 10 years, the MEDA developed very fast and investment environment improved, but its infrastructure and economic foundation is still not good enough compared with other national economic development zones, mainly inflected in instable economic foundation, unperfected industrial structure, small domestic consumption, ecological environment need to be optimized and not have enough develop funds, but have some advantage in social living environment and resource endowments, so we can say that MEDA have a great potential in the development of investment environment. For all this, this research discussed some of the ways about MEDA investment environment from speed up of infrastructure construction, optimize the industrial structure, insist openness and cooperation, optimize the environment of financial development, improve regional innovation, and develop a low-carbon and cyclic economy.
