Rural land is natural resources for human survival. The finitude of its total decides the scarcity of rural land resources. With the speed up the of urbanization process in China and rapid economic development, urban sprawl, a sharp increase for non-rural use,it is bound to take up a lot of rural land. Therefore, the rural-urban land conversion effectively ensures the urban construction and economic development, But it also led to the problem of the survival and development of the landless peasants. In recent years, the current research focuses on welfare issues of landless peasants and land rights protection in the rural-urban land conversion. How to protect the welfare of disadvantaged farmers in the rural-urban land conversion is not only an important issue to maintain the rural economic development and social stability, but also an important way to solve the "three rural issues".This article draws on research on rural-urban land, bases on the theory of welfare economics and externalities theory, combines with the theory of the Pigou welfare effects and takes the rural urban land conversion in Wuhan City for example. Using the sample survey and the direct interviews of farmers gets the change data of farmers’welfare before and after the rural land conversion. By the use of the analytic hierarchy process, to determine the weight of the factors that affect farmers’welfare effects, and finally come to the changes of farmers’welfare effects in the rural-urban land conversion. Research conclusions have guidance significance in the protection for lands’property rights and interests of the landless peasants both in the theory and the practice.The article is divided into five parts.The first chapter is an introduction. It mainly describes the background and significance of the topics, summarizes the dynamics of domestic and international research on the welfare effects of rural-urban land farmers and proposes research methods, technical routes as well as research contents, meanwhile, it points to the possible innovations of this article.The second chapter is the definition of relevant concepts and theoretical basis. It defines the welfare, rural-urban land conversion and the micro welfare effects of the rural-urban land conversion. At the same time, the welfare economics theory which is the theoretical in the paper and externalities theory are described.The third chapter is the measure of the microscopic welfare effects of rural-urban land conversion. It introduces the basic idea of the analytic hierarchy process and calculation steps, and then describes the formula which combines the Pigou welfare effects measure and the analytic hierarchy process method in calculation farmers’welfare effects in rural-urban land conversion.The fourth chapter is the empirical analysis of micro welfare effects of rural-urban land conversion, combined the rural survey of251household questionnaire which occurred the rural-urban land conversion in Wuhan City, we conduct an empirical analysis of changes of the rural-urban land conversion farmers’welfare effects in Wuhan City. Firstly, the analytic hierarchy process is used to determine the weight of the factors of farmers’welfare effects of rural-urban land. And then combined the measure in chapter three, we come to changes of the farmers’welfare effects in rural-urban land conversion. The results showed that:the value of farmers’welfare effects in the short-term is23.8205, and the value of farmers’welfare effects in the long-term is-30.3470.The fifth chapter is the research conclusions and discussion. We come to the conclusion of this study and also point out the inadequacies of the paper.
