Research On The Undertaking Industry Transfer To Henan Province Under The Background Of Central Plains Economic Region Construction

Industry transfer is the effective way to optimize the productivity spatial distribution and form the rational specialization system. It is also the inevitable requirement for promoting the industrial structure adjustment and accelerating the transformation of economic development mode.Nowadays, the industrial division both aboard and home has adjusted deeply. The industry transfer from the eastern coastal area to the midwest area is accelerating. The central plains economic zone which Henan represents actively take the advantage of rich resources, low factors cost and big market potential to take in international and domestic industry transferring.lt is beneficial to accelerate proceedings of industrialization and urbanization in this area and promote the regional coordinated development.However the industries which have been transferred almostly are in the in the low end of the world industry value chain and mature stage of industry life cycle.If Henan province went on the blind acceptance of industry transfer in large scale,it not only increase the the industrial receiver’s environmental bearing pressure, but also will step into the decline stage evently.lt will give industrialreceivers enormous risk for the industrial systemic withdraw.Therefore, it is necessary to make overall thorough research about the advantages and disadvantages of carrying on the industry transfer, combined with the construction background of central plain economic zone and the current status of carrying on the industry transfer.Based on that, formulate scientific and systematical acceptance plans.According to this objective, based on the background of the construction of central plain economic zone this paper firstly make systematical analysis about the current status and its economic performance from two levels of theory and practice to reveal the problems in the process of the acceptance.Then concerning of the prolems, this paper measures the important industry which should be accepted using the improved comprehensive industry gradient coefficient model and some principles and standards.Concerning of differnces among inter-district in the central plain economic zone, development potential and its development orientation, the author gives some rational decision suggestions about accepting mode and industry spatial distribution.The main results of this study are as follows:(1)it is very beneficial for Hunan carrying on the international industry transfer.The empirical study results also show that there is stable and isostatic co-integration relationship between absorbing foreign capital and economic growth of Henan province.lt has huge pulling function for the growth of GDP and has Granger causality with the change of the industrial structure in Henan.(2)The industries which Henan province has accepted mainly concentrated in the secondary industry.Henan province should increase investment in agriculture and service industry, especially in the acceptance of producer services.(3)The acceptance of industry transfer of Henan should be divided into three levels, the districts of the different levels should have different purposes, mode and choices of industry carrying on the industry transfer.Especially the central plain urban belt should be bulid into National Class Industry transfer Demonstrative Area and become the growth pole of economic growth of Henan to accelerate Henan provincial economy. In addition, it is necessary to deal with the relationships between the development plans of the central plain economic zone and inter districts to promote Henan’s economic development rapidly.
