The "steel as the key link" industrial policy led to serious economic imbalances, so the economy fell into serious difficulties. At this time, central and local government took a series of measures.It has been found to correct the initial "Left" mistakes and achieved a certain effect.Lushan meeting held in the summer of1959.Mao Zedong launched the criticism of "anti-right" campaign, finished the previous economic adjustment."Great Leap Forward" movement heated up again by more intense momentum, resulting in the troubled economy worse.
