To get more orders and increase revenue, the traditional outsourcing service providers preferlarge enterprises outsourcing contracts. But with the growth of the outsourcing needs of smalland medium-sized enterprises(SMEs), outsourcing for SMEs increasingly need to be takenseriously. From the existing literature, we found that SMEs lean to adopt standardizedoutsourcing services, rather than the customized services. However, existing studies have notpointed out that this is just an occasional occurrence, or the future development trend. This thesisset two hypotheses, and study by the model method to attempt to reappear the phenomena fromthe model, in order to confirm the hypotheses and to interpret the phenomenon theoretically.From the angle of resource access, the thesis analyze the present situation and characters of ITSMEs of China, and discuss the importance of resource for SMEs, then generalize theoutsourcing business of SMEs. Most of the SMEs access to resources is based on thestandardized business needs, so choosing vendors is a most important factor for the developmentof SMEs.modeling and simulation method are used to design the model of the SME outsourcingfor resource, and abstracts two types of main subject in the market. By modeling, programming,and simulating on the NETLOGO multi-agent simulation platform, the process and change of thesubjects are observed and recorded.The result shows that the IT service outsourcing industry would benefit from the policy thatprior support vendors who provide a standardized outsourcing services for companies at homeand abroad, but would be blocked by the policy that support the vendors who only develop thelocal companies. Accordingly, vendors could regulate business strategy and develop the rightoutsourcing products and services with the change of SMEs’ demand.
