On November23,2009, the State Council of China endorsed the Development Planning of the Yellow River Delta High-efficiency Eco-economic Zone, which implied the development of the Yellow River Delta has become an important part of the national coordinated regional development strategy. Additionally, it indicates that the Yellow River Delta will face the rapid growth of economy, accelerating courses of industrialization and urbanization as well as challenges of the security of resources the environment. With the in-depth development of industrialization and urbanization, the Yellow River Delta is facing an increasingly severe crisis of resources and the environment. The issue of resources and pollution caused by environmental degradation is bound to become a bottleneck, restricting the economic and social development. Meanwhile, the security of resources and the environment will become the primary constraint for the implementation of high-efficiency eco-construction strategy. According to the environmental safety related factors in the High-efficiency Eco-economic Zone, the environmental status and existing problems in this area were analyzed stood on the sustainable development theory, the environmental security theory and other correlation theories. Besides, the main driving forces of the environmental safety were dissected and the warning evaluation of environmental safety was discussed. And then the countermeasures and suggestions of the environmental security in the High-efficiency Eco-economic Zone were proposed.In this paper, the concept of environmental security and environmental security warning was discussed. Then based on the theory of environmental security, sustainable development, strategic environmental assessment, ecology and environmental ethnics, comprehensive study of the domestic and foreign environmental safety warning and combined with the analysis of regional energy and carbon emissions, water resources, water environment, land resources, wetland ecosystems, industrial emissions, the amount and species of plants and animals, natural disasters and bio-invasion, the evaluation model of environmental security warning in the High-efficiency Eco-economic Zone was established. Furthermore, according to the data of actual survey, the primary driving forces were dissected, including the regional comprehensive development level, the evolution of industrial structure, leading industries and high-tech industries, urbanization, the population scale and system of urban, urban-build-up area and cultural background and quality.Took the core cities Dongying and Binzhou as examples, the environmental security of the two cities were evaluated by means of employing DPS and interpolation. It reveals that the environmental safety of Dongying was superior to Binzhou, but the comprehensive ecological environment security system of the two was at a lower level. The development and utilization degree of water resources and per capita water capacity (safety degree<0.2) have become the main restraining factor. In addition, there are some other indicators that have greatly impact on the (safety degree<0.5) High-efficiency Eco-economic Zone, such as annual growth rate of GDP, tertiary industry proportion, urbanization rate and average annual growth rate of total energy comsuption.Aiming at the warning assessment results and problems occurring during the development of the Yellow River Delta High-efficiency Eco-economic Zone, some suggestions were put forward to ensure the environmental security of the area in terms of propaganda and education, technical support, policy management and legal system.
