The Yellow River Delta is located in the Yellow River estuary in southern Bohai Sea ,and has an important strategic position of in the development of Bohai Sea coastal areas. The Yellow River Delta is the last one of Chinese river delta to be developed, and is a young treasure of the Republic. Here there are the rich natural resources, vast land, vast sea, unique ecological environment , and has huge development potential. Such a river delta, how to develop, what kind of a way to go is directly related to development prospects of the entire region economic and social, and related to future generations to leave a bearing on what kind of delta.It need to carefully discuss and make science choice of a major issue.Eco-efficient development and construction is the only way of the Yellow River Delta. Dongying is the main development and construction battlefield and core region of Yellow River Delta. This paper studies the eco-efficient Economic Zone Construction of Yellow River Delta and focuses around the construction of Dongying City. There is important practical and theoretical significance. Realistically speaking, the development of the Yellow River Delta has entered a new historical period. Actively promoting the Yellow River Delta development has the important and far-reaching significance for accelerating the construction of economic zone characteristics, cultivating new economic growth pole of province, enhancing the position and role of Shandong in Bohai economic circle, enhancing the province' overall economic strength and competitiveness in the new starting point, enriching the province to achieve a new leap forward. Theoretically speaking, the study of the Yellow River Delta Economic Zone eco-efficient development is an important issue of strategic research for using the advanced theory to guide the development of Yellow River delta in Dongying City, providing the strong theory of security for the practice of the Yellow River Delta eco-efficiency Economic and Dongying efficient eco-economic model District. This paper uses empirical and normative analysis, and combines theory with practice, and starts the study according to a logic of ideas of stating the facts, analyzing conditions, submiting ideas, enriching the program. In chapter one this article proposes research background and significance, and research objectives and methods. In chapter two it introduces the basic theory of ecological economy, circular economy regional economic and so on. In chapter three by the use of SWOT analysis, it analyses the strengths, weaknesses, external opportunities and potential threats of the development of the Yellow River Delta Eco-efficiency Economic Zone. In chapter four it puts forward strategic planning of the Yellow River Delta eco-efficient Economic Zone, including its overall goals, spatial layout, development priorities. In chapter five it comes up with a series of safeguard measures and recommendations to achieve these strategic planning.
