The performance management as one kind of modern enterprise human resources management thought, occupies the central position in human resources management system, and penetrates the whole process of business management, involves the cultural infiltration, the strategic realization, the development of talent as well as the staff management and so on each aspect, it closes integration with other aspects of mutual promotion. The effective performance management can enhance staffs work initiative and enthusiasm, perfect enterprise incentive mechanism, promote long-term and short-term goal to complete, this point achieves one kind of mutual recognition gradually in our country State-owned Enterprise. The performance management of the West Industrial Revolution product has obtained the positive result in the overseas business management, However, enterprises locate in differences of the society, the culture and the economic environment, the enterprise’s management system and the function to have a difference, these essentially differences cause it into many enterprises "tasteless", this displays especially obviously in the state-owned enterprise. But in the achievements management process, almost all of the work is around the assessment index, the index is the key to performance management, therefore constructing a set effectively also to have the operational target performance assessing system to become the strategic action of the state-owned enterprise to cultivate the competitive advantage, to enhance the core competitive power, it is also a symbol of State-owned enterprise performance management maturity.The G group is directly subordinate to the State-owned large-scale gold mines of Shandong provincial government, The special properties of gold products, make the gold industry’s late bid farewell to the planned economic management model, therefore the G group has the model state-owned enterprise’s characteristic. This article takes the G group as the object of study, bases on the theory of the performance management theory, analyzes the G group strategic variation process, conducts the research to the G group performance management present situation, and discovers the G group performance management system’s merits and the insufficiencies. This article embarks from the needs of G group reality management, through the strategic explanation, establishes target performance assessing system of taking the strategy as the guidance and the KPI index as the core, simultaneously aimed at the function departments and the production management unit designs separately taking personal business commitments as the carrier of the performance management pattern and taking the sign management as the guidance of strategic benchmarking inspection system, and these guarantee the performance management index landing and implementation. Finally the article clears about the significance of the G group’s target performance assessing system: guarantying the group strategy the execution, the enterprise culture landing, and realizing talented person’s effective drive through the performance management mechanism.The research results have certain application value to the state-owned enterprise target performance assessing system design. The main innovation is two:firsts, emphasizing the performance management strategic guidance, providing the mentality and the method to establish the relation between the enterprise strategy and the performance management; second, designing target performance assessing system through three stratification plane of the guidance, management and execution, it guarantees the index system usability and the utility.
