This paper used of historical analysis, comparative analysis, in combination with qualitative and quantitative method, inductive method and deductive method and other research methods, about the present situation of the performance evaluation system of kailuan group carried on the thorough analysis of existing problems. And according to the theory of strategic management, target management theory, principal-agent theory, system management theory and management theory as the foundation, proposed the strategic business performance evaluation scheme.Firstly,this paper introduces the problems existing in the performance evaluation of kailuan group, analyzes the necessity of establishing strategic performance evaluation system of kailuan group need to establish a set of strategic performance evaluation system,the enterprise strategic objectives into the phased target and plan, and on the basis of the group and its subordinate departments unit goals and plans, and then form each employee's goals and plans. make sure the development strategy planning linked together each employee's responsibility.fully mobilize all units and departments and employees' enthusiasm and creativity, implementation to ensure planning to carry out the purpose.Secondly, through the research on strategic performance evaluation theory--strategic management theory, target management theory, principal-agent theory, system management theory and management theory,we fixe the problems existing in the performance evaluation, has established the strategic performance evaluation system of kailuan group. By using the method of enterprise performance evaluation of strategic performance evaluation index system of financial and non-financial indicators system Settings and evaluation measurement method was studied, and analyzed on the each index system.Finally, the practice of running the establishment of Kailuan Group strategic performance evaluation system, and further demonstrate strategic performance evaluation system.Through careful study, this paper to solve the problems existing in the performanceevaluation of kailuan group enrich and perfect the performance evaluation of the content and category to improve enterprise management level enhance the competitiveness of kailuan group enterprise has a certain guiding significance. At the same time, the performance evaluation management of coal enterprises and other enterprises with a certain reference significance.
