With the increasing pressure of the environment and energy, construction and development of low-carbon economy has caused worldwide great concern in recent years. It is quite necessary to improve technology unceasingly by doing research on energy conservation and environmental protection products which are of less energy consumption and environmental pollution. In the era of information technology, with rapid upgrading technologies, intense competition and the higher requirement of consumers, it is so hard for the enterprise to maintain competitive in the market by depending on their own production organization and resources security, in order to accomplish new product’s research and development, it is essential for these enterprises to cooperate to research and develop new products. The strategy that vigorously develops the energy conservation and environmental protection industry is the most important strategic plantings of the national’s as well as the significant guarantee of the development of low-carbon economy. At present, since the energy conservation and environmental protection industry whose technology bottleneck faces many difficulties is still in an infancy stage. A certain fiscal subsidy that the government releases to the industry is needed to alleviate their financial pressure, resulting in better research and development on energy conservation and environmental protection products.Based on the above, this paper which consists of a supplier and a manufacturer establishes a supply chain collaborative research and develop game model, it discusses the behavior of the upstream and downstream enterprise under the intersecting situation of considering and not considering spillover effects and cooperation research and develop and non-cooperation research and develop, at the same time, it studies the optimal research and develop strategies and the best earnings of the enterprises. All these researches indicate that cooperative research and develop can help the enterprises to obtain more benefits from research and development. Besides, this paper designs a method of cooperative research and develops revenue distribution based on Shapley value to facilitate the vertical coordination of the cooperative research and develop supply chain.Because the government fiscal subsidies have a very good incentive effect on the research and development of energy conservation and environmental protection products, while the research on the fiscal subsidies in the past mainly focused on the. subsidies of horizontal research and develop alliance and merely discussed the vertical cooperative research and develop subsidies, the paper also analysis the vertical cooperative research and develop enterprises’ research and develop behavior and earnings which are based on the way of research and develop cost subsidies and per unit of product subsidies both taken by the government, and it shows the optimal research and develop strategies for the enterprises and the optimal subsidy policy of the government under the former two subsidy strategies. Finally, this paper takes the effect of the two subsidy ways into comparison, which indicates that the way of subsidy by per unit of product can promote research and develop and sales of energy conservation and environmental protection products better.
