Study And Application Of Fuzzy Comprehensiveevaluation Model In Project Management Maturity Of Municipal Investment

Municipal engineering construction is the basis and conditions of realization of urban functions, improving the city positioning and competition, plays an important role in the development of regional economy, enhancing residents’ quality of living environment, and improving the city taste. Municipal construction projects have some features,such as large investment, stronger comprehensiveness and specialization, tight schedule and confounding factors, To use project management maturity model to evaluate the management of municipal investment projects is useful to identify the problems of municipal investment projects management and give problem-solving orientation and improve the management level of municipal investment projects.Municipal management of investment projects evaluation model is a three-dimensional model, including the dimension of the life cycle, the participating dimension and the dimension maturity, the application of three-dimensional evaluation model is able to draw a comprehensive, systematic, scientific evaluation results. Combination of existing maturity model classification, this paper presents the five maturity levels of the management of municipal investment projects:the initial level, the growth level, specification level, control level and the optimization level, and give defined description.of five levels of the typical characteristics.Building management maturity fuzzy comprehensive evaluation Index System of municipal investment project is a complex and critical work, through a literature survey and questionnaire surveys, evaluation index system that contains4of first grade indexes,23of second grade indexes,82of third grade indexes are built,and give the description of the standard of third grade indexes definition and use questionnaires and discussion access to determine importance of evaluation index system, and build a municipal investment project management maturity fuzzy comprehensive evaluation model, and give a specific evaluation methods. Finally, a case for management maturity assessment of municipal investment project was studied, and suggested the ways to discover the problem and propose solutions direction.to problems.
