The Study On Approaches Of Science And Technological Innovation To Promote Changsha Economic Developement

Scientific and technological innovation promoting regional economic development, is not only just a theoretical issue, but also is an obviously operational and targeted practical issue. The thesis based on study of Changsha’s economic development as a case, analyzed the interaction of scientific and technological innovation and economic development of Changsha, proposed the developing route and safeguard of scientific and technological innovation promoting regional economic and social developments. Based on the practical requirements, trying to study on the Changsha and other same cities to speed up scientific and technological innovation, and to achieve economic and social good and rapid development.By literature research, econometric research, empirical research and qualitative analysis, the thesis study theories about the interaction of scientific and technological innovation and economic development, analyzed the current situation of Changsha’s scientific and technological innovation and economic development. The main contents include: theories of technological innovation and economic development; correlation of technological innovation and economic development; contribution rate of technological progress in Changsha; current Status and Problems of the development of scientific and technological innovation in Changsha; path and strategy of scientific and technological innovation to promote economic development in Changsha. This thesis argues that, the correlation of scientific and technological innovation and economic development in Changsha is strong. In recent13years, the average economic contribution rate of technological progress is to 65.9%. In economic development, scientific and technological innovation played an important supporting and leading role. There are still some problems in scientific and technological innovation in Changsha, mainly include:innovation system is inadequate, scientific and technological personnel need to be optimized, lack of innovative capacity of key industries, difficult to share the resources of science and technology and not enough scientific and technological achievements conversion, and so on. From analyzed experience of technological innovation to promoting economic development analysis in some typical international cities, the thesis provided the development path:advocating the " Dare be the world first " spirit of innovation to promote the city’s innovation capacity, focusing on key industries to accelerate the development of core technology R&D, to accelerate the transformation of scientific and technological achievements to improve the contribution rate of technological progress, to promote energy saving technology to promote the construction of two type society.This thesis presents policy recommendations about the path of realization of scientific and technological innovation to promote economic development approach in Changsha are:institutional innovation and policy environment optimized to increase financial investment in science and technology to guide social investment in science and technology upgrade for the protection of a systematic construction of a high level of technology platforms forsupport to the multi-level high-quality scientific and technical personnel in construction as a focal point.One of main innovation points in this thesis is, at the point of view on a single city, micro-level studied technological innovation and economic development, and provided the path and suggestions of scientific and technological innovation to promote economic development, with a strong scientific and operational. Another innovation of this thesis is, in-depth studied on the contribution rate of science and technology in Changsha, found that the calculation of the scientific and technological contribution rate will be subject to capital and labor input of non-normal fluctuations, and thus this paper, the contribution rate of science and technology at a time average practical point of view of the regional scientific and technological progress contribution rate.
