Into the 21 st century,the global information revolution and the industrial revolution deepening new form of industry,industry structure and industry model updates,continue to adjust structural policies,continue to promote regional economic and technological innovation and transformation and upgrading,but also makes China's economic model and industrial structure continue to change.Regional economy is an important part of social economy,and it is also an important undertaking and support point for realizing national socio-economic transformation and upgrading and deepening the development of science and technology.The development of regional science and technology innovation is directly related to regional socio-economic influence and industrial competitiveness.With the overall strength of regional science and technology development and economic transformation and upgrading.In this regard,this paper takes the scientific and technological innovation development of Handan city as an example,relying on the theory of innovation ecosystem and regional innovation and development,guided by scientific policy science,guided by Beijing,Tianjin and Hebei for the policy guidance and established the corresponding evaluation index system of scientific and technological innovation Model,at the same time,make the horizontal comparison between Handan and Tangshan,Baotou and Suzhou in some main development factors,and then analyze the factors such as the resource structure,policy bias and own science and technology policy.The process still need to be improved content,and give the corresponding recommendations.It is concluded that,due to the influence of regional and traditional industries,the overall socio-economic development level of Handan is still low,and the construction of various modern and innovative infrastructures such as informatization is not perfect.Only by increasing scientific and technological innovation investment,Environmental and scientific research institutes,and steadily promote the introduction of talent and improve the presence of talent and other aspects of work in order to effectively solve the constraints of technological innovation and development of the unfavorable factors.
