With the theory of Project Appraisal is popularized deeply in China, more and more industries pay much attention to the Project Appraisal of investment project. In the telecom construction project, because of the market comes to saturated, there is no more explode development. There is no more special market effect, such as ’input means output, output means explode’. Therefore, project management is taken much more seriously in telecom construction project. Not only the feasibility study on the initial stage of project’s investment, economic benefits appraisal and scientific management during project is operated, and Post Project Appraisal become the major basis of benefit appraisal, check for telecom construction project.This thesis accords to the Post Project Appraisal’s scientific theory, proceeds from telecom construction project’s characteristics; combine both characteristics of business investment and public investment. And instances the ShanXun project of Z Company, try to introduce new thought into the study method of telecom construction project’s post appraisal. Classic appraisal methods are applied on Post Project Appraisal for case in this thesis, such as logical framework method, contrast method and success degree appraisal method. Proceeding from practice, a synthetically grade system is established. The ShanXun project is post appraisal on seven aspects, including operating process appraisal, technology appraisal, economic benefits appraisal synthetically economic appraisal, target appraisal, continuity appraisal and social effect appraisal. At the meantime, based on the appraisals, combine with investigate of customers’ taste of service, the target of project’s development on next stage and feasibility study is established.
