Research On The Government Support Of Packaging Industry Decarbonization

In the past, China’s economic development existed serious problems like highresources consumption, low resources utilization, environment destruction, etc.Especially for the packaging industry, it has a close contact with resources andenvironment. To the road of low-carbon development, the industry is undoubtedlyplaying an important role. For a long time, our packaging industry hadcomparatively backward technology, the energy and resources wasted in largequantities. It is an important opportunity to change the situation. Packaging industrydecarbonization aims to lower the energy consumption in the production ofpackaging products, reduce carbon dioxide emissions, encourage enterprise to carryout clean production, and intensify the packaging waste recycling. So that packagingindustry can achieve the optimal utilization of resources, protect environment andget ecological balance.This article starts from the concept of low-carbon economy, packaging industry,low-carbon packaging, based on the theory of sustainable development, thecirculation economic theory as a foundation and analyses the relationship ofpackaging industry decarbonization and government support. This article analysesChina’s packaging industry and the present government support situation of itsdecarbonization, makes systemic analysis of problems and reasons in the process ofthe government support of packaging industry decarbonization. So, it is necessaryfor our government to learn from successful practice experience of foreignpackaging industry decarbonization, make some effort to our packaging industry.The government should enhance the enterprises’ low-carbon productionconsciousness and the consumers’ low-carbon consumption consciousness throughpropaganda and education. In order to increase investment of packaging industrydecarbonization, the government should expand of the range of packaging enterprisefinancial support and motivation, timely levy the environment tax, increase the fundsof low-carbon packaging technology research institutions, and strengthen thecultivation of talents for packing. In order to perfect packaging waste recyclingsystem, the government should strengthen the policy and regulationsmaneuverability, clear producers’ responsibility system and packaging wasteclassification system. To strengthen the government management of packagingindustry decarbonization, clear own management function, optimize the layout of packaging industry structure, and make a low-carbon packaging industry standard toguide the development of the industry.
