A Study On China Government Support Low Carbon Technology Research And Development Policy System

Industrialization,which is based on the global energy such as coal,oil,gas, etc,brings the growth ofmodern economy and makes the unprecedetned expansion of human material wealth.However, this modelof economic development also produced large amounts of greenhouse gases, a profound change in ourenvironment. As Laredo Cornelius predicted, the accumulation of greenhouse gases to global warming,causing rised sea levels, agricultural food security, a series of consequences of the ecological crisis, aserious threat to human survival and development of the1992United Nations climate change opened theprelude to the global response to climate change to the framework Convention. In2003,the White Paper"low-carbon economy" has been introduced to the world officially by the UK government.At present,regardless of its path as a response to climate and pollution or as a new to achieve sustainable developmentof economic, low-carbon economy is gradually burst out vitality, caused by the various countries of theworld’s attention and development.China is the world’s largest developing country, rapid economic growth led to a massive increase inenergy production and consumption. China’s total greenhouse gas emission ranks in second in the world,and it may surpass the U.S. in2020to become the world’s largest CO2emission country. To adjust theenergy structure, change the mode of economic development and take the path of sustainable developmentis the main way to solve China’s future development, thus: the trend of "low carbon" will be China’s onlyroad. Low-carbon economy, including the two aspects, namely, low carbon technologies and policies andsystems, in which low-carbon technologies is the key to the development of low-carbon economy, policiesand systems to promote technology development and application oriented. Due to the relatively weak industrial system, low-carbon technologies and the overall level of the lower effective incentives at thesame time due to lack of relevant systems and innovation capability of Chinese low-carbon technologies,focusing on China’s sustainable development strategy, low-carbon technologies will achieve an importantway of the strategy. In other words, we must build the appropriate institutional environment to promotelow-carbon technology research and development capabilities. This paper take it as a research object, in thefirst part,it summarizes the status of developments in the field of low-carbon technologies in China: thelevel of overall backwardness of China’s low-carbon technologies, technological innovation capability isweak, in the process of technological innovation route locking phenomenon, while for the technologydevelopment status, China is now proposed for technological development policy is imperfect, not only thelack of systematic guidance document to guide the various policies, means the use of unreasonable in thespecific implementation process, light heavy administrative market, policy uneven, low-carbon technologyinnovation power continued shortage.Low-carbon technology innovation needs a comprehensive policy to build, reference the United States,Japan, EU and other countries and regions of low-carbon technologies route to choose, the development ofideas and policy measures, combined with the international development of low-carbon economy statusand China’s national conditions, China’s low-carbon technologies development of policies to sustainableeconomic development and social harmony as a starting point and final goal, the international response tomeasure the climate of cooperation and low-carbon economy to value options, from the policy of finance,industry, energy, intellectual property rights, law,tax, education and other aspects of the system to build apolicy environment, in order to ensure the effects of policies,it has to establish the statistical evaluationmechanism of carbon to low carbon Statistics and implement the effective government oversight, to createa low-carbon technology platform of government or enterprise.,carry out international dialogue and promote the low carbon technology exchanges, and strive to expand the market space measures of lowcarbon technology.
