In this paper, a kind of new situation of the regional economic cooperation-cross-border economic cooperation-is studied. Firstly, the author in the new view of"new economic geography" explains the cross-border economic cooperation model intheoretical level. And then with the above theory as the guider,"He Kou and OldStreet cross-border economic cooperation" is studied. The author discusses thepossibilities of cross-border economic cooperation from the realistic significance.In the theory part of this article, the author expounds the related detail problemsof the boundary which is very important to us. Then the author of this paper selects"core-edge structure","rim said economic growth center","the gravity model","market potentiality" and "local market effect" theories. Hope that they can play animportant part as the theories guider of the cross-border economic cooperation.In the positive analysis part of this article, the author focuses the gravity model.In model analysis process, the author chooses cross-section data of47countrieswhich have trade contacts with Vietnam in2008as the empirical test object. TheseNumbers include the export of each trade partner of Vietnam in2008, the nationalpopulation of each country, the real exchange rate, GDP, and the trade partner of thestraight distance with Vietnam. Among them, Pel andE x are two new variableswhich are added in the initial model. This also is regarded as one of the paper’sinnovations. The final regression showed that, the distance from the foreign economicto Vietnam has significant effect. This will not only provides strong support to myopinion, but also means that the advantage of the distance between Yunnan andVietnam will have a positive impact on He Kou and Old Street cross-bordereconomic cooperation.At the end of the paper, the author points out some realistic problems in the process of He Kou and Old Street cross-border economic cooperation, and putsforward the corresponding solutions.
