Since the reform and opening up, along with China’s rapid economicdevelopment,People’s living standards have been improved significantly.At the sametime,we can see the pattern of income distribution has also undergone tremendouschanges,in Particular the income gap between urban and rural residents showing aclear gap.Promoting the distribution of income fairly and rationally is in favor ofenjoying a fair development outcomes for urban and rural residents and building aharmonious socialist society.If we don’t attach importance to the urban-rural incomegap,it will cause a series of economic and social problems.how to reduce the incomegap between urban and rural residents has become one of the hotest issues in the fieldof economics.Relying on market forces and social forces solely are unable to reduce theincome gap between urban and rural residents,which needs the governmentperforming its functions to adjust the income distribution between urban and ruralresidents.Financial expenditure palys an irreplaceable important role in a variety ofpolicy instruments to promote the fair income distribution between urban and ruralresidents,and has a direct and far-reaching impact on it.Therefore,this article studiesthe issues of income gap between urban and rural residents in Yunnan Province fromthe perspective of financial expenditure,and specific proposals of financialexpenditure policies are put forward to reducing the income gap between urban andrural residents.In this article,rigorous theoretical analysis and empirical research arecombined,which is in order to clear the theoretical relationships and empirical effectsof financial expenditure on the income distribution between urban and ruralresidents.It makes public finance and economic historian as well as nationaleconomics etc as theoretical basis, and obtains large amounts of data and informationby seeking documents.It also makes econometric theory as empirical basis,andconducts empirical analysis of financial expenditure to adjust the runningperformance of the income distribution between urban and rural residents through theapplication of econometric models. This article is divided into five parts.The first part is introduction,which mainlyintroduces background and significance of the topics,situations of domestic andforeign research,as well as methods of the research,etc.The second part is thetheoretical analysis of financial expenditure on the income distribution,whichelaborates it meticulously from three aspects including theories of public financeadjusting on the income distribution,taking account of fairness and efficiency,andregulated theroy of financial expenditure,the next is the influence and currentsituation analyses of financial expenditure adjusting on the distribution of incomebetween urban and rural residents,then is the realized mechanism of financialexpenditure adjusting on the residents’income distribution.The third part is empiricalstudy of financial expenditure on the distribution of urban-rural residents’incomes inYunnan Province.Select the variables,then obtain actual effect of financialexpenditure on the distribution of urban-rural residents’incomes in Yunnan Provinceby stationarity test,cointegration test and auto-correlation test of the residual.Thefourth part puts forward policies and proposals for financial expenditure to reduce theincome gap between urban and rural residents,which achieves the purpose byadjusting the scale of financial expenditure and the structure of financial expenditureas well as improving the management of public finance.The fifth part isconclusion.This part analyzes the positive role of financial expenditure to reduce theincome gap between urban and rural residents briefly from two aspects of short-termstatic and long-term dynamics.In addition,we have to alert against the negative effectsof encourage from the welfare policies which is implemented excessively.
