In recent years,on the one hand,the rapid and stable development of Chinese economic and society: the incomes of residents increase significantly in the urban and the rural,at the same time along with the urban-rural income disparity continues to expand;on the other hand,the function that government play a role of public service supply have been changing,public service supply level and quality is also rising.Among them,the supply of higher education services directly affects the supply level of human resources and the ability of personal income,and the supply of higher education is more supported by the financial sector.Indeed,the income of the absorbing ability of the residents is directly affected by the higher education expenditure,and because urban and rural education situation is not the same,which indirectly affects the income of urban and rural residents,research on the degree of impact that the fiscal expenditure on the urban-rural income gap have important significance.In this paper,the logic of higher education financial expenditure impact on income distribution of urban and rural residents based on considering the spilling over effect of higher education brings to the economic and social development,factors take in consideration as may cause some effects including the spillover effect of urban-rural income gap,by constructing the research model system to analyze its impact,so as to improve the financial expenditure of higher education the measures of how to better the supply of higher education,promote effectively to regulate the distribution of income gap between urban and rural are discussed.The main research contents of this paper are divided into four parts:First,the theoretical research on the relationship between the financial expenditure of higher education and the income distribution of urban and rural residents.Majorly higher education see as a public product,higher education expenditure see as human capital investment and higher education expenditure see as the regulation of income distribution theory to carry on study,considering benefit of the supply of higher education service,analyzing the influence mechanism of higher education expenditure to adjust the income distribution of urban and rural residents.Second,the present situation of the financial expenditure of higher education and the income gap between urban and rural areas.From the viewpoint of system analysis,before the empirical analysis,30 provinces(autonomous regions and municipalities),based on above data of a comprehensive understanding of the scaleand structure of Chinese current higher education expenditure,meantimes,through the changes of the income gap of urban and rural residents in China for 2007-2015 years the Theil Index calculation analysis,in addition,considering the employment ability of residents,is the most direct impact of higher education,so from the educated population in the three industries and employment respectively to indirectly reflect the higher education expenditure effect.Third,the empirical test of the financial expenditure of higher education on the income gap between urban and rural areas.Full consideration of other relevant factors for higher education brought about by the spillover effect and the effect of urban and rural residents income distribution gap,the 30 provinces(autonomous regions and municipalities)panel data of 2007-2015 years,the construction of panel model,explore the economic development level,teach education expansion,education fairness,urbanization level,higher education finance expenditure,industrial structure and other factors at income gap between urban and rural areas,the influence degree of the higher education expenditure and spillover factors.Fourth,to explore the countermeasures to regulate the income of urban and rural residents by the public budgetary expenditure of higher education.Based on the current situation of the distribution of income of urban and rural residents,public higher education budget expenditure and the empirical results,together with the way that the spillover effects of higher education play a role at income gap between urban and rural residents,discussing how to improve the measures of higher education expenditure to reduce the urban-rural income gap.
