After the1960’s, mankind entered the era of knowledge economy. The contribution of knowledge to the economic growth rate has far exceeded the traditional factors of production. In knowledge, technology driven, international services trade structure has undergone great changes:the traditional services trade shares a gradual decline, while the knowledge-intensive and technology-intensive services trade has increased steadily. Judging from the current global scale, the developed countries’economic growth has shifted to rely on knowledge and technology, but according to China’s Ministry of Commerce data show that the proportion of China’s knowledge-based services trade is smaller, and in deficit for many years.With the discusses of the status quo, characteristics and problems of China’s knowledge-based services trade, we find that the knowledge-based services trade of China exists the problems of large deficit, weak competitiveness, relevant laws and regulations are not sound, the lack of high-quality personnel and other issues. So, compared to the relatively developed countries, what about the level of competitiveness of China in knowledge-based services trade?To further explore the level of competitiveness of our country’s knowledge-based services trade, this research measured the TC index and RCA index in knowledge-based services trade of these countries including the United States, Britain, Germany, France. Japan. Italy, Spain, the Netherlands. Canada, Belgium and China. Measurement results show that, although our country’s knowledge-based services trade as a whole is not competitive, the communications, computer information and advisory services still has a certain comparative advantage.In the basis, uses Porter’s "diamond theory", sums up the influencing factors of China’s knowledge-based services trade including production factors of knowledge-based services, knowledge-based service needs, the strategic structure and related industries of knowledge-based service enterprises, and so on. And elaborates exhaustively as far as possible four factors distinction affect knowledge-based services trade’s way. Then selects the appropriate indicators, such as human capital, FD1, knowledge-based service sector openness, intellectual property and the corresponding data, through the establishment of multiple regression model approach, empirical researches the factors of China’s knowledge-based services trade, to find the role of these factors on the knowledge-based services trade export, be a positive or negative direction, as well as the role of the degree, so as to provide policy information to enhance its competitiveness. This research draws two main conclusions:(1) the impact of human capital. FDI. knowledge-based service sector openness, intellectual property on China’s knowledge-based services trade is positive.(2) Although the effects of these four factors on China’s exports of knowledge-based services are positive, their impacts are quite different. Among them, a knowledge-based service trade openness of the impact on knowledge-based services trade in the most, followed by foreign direct investment, intellectual property minimal impact on China’s knowledge-based services trade, the impact coefficient is only0.016866. The reasons of poor capability of independent innovation, inadequate intellectual property protection are all closelv related.
