Research On Application Of Non-Cash Payment Tools In Taizhou AREA

Non-cash payment is closely linked with people’s life, and its popularization and application becomes an important symbol which shows how is the social development, the social civilization and the living standards in a certain country or an area. The promotion and application of non-cash payment plays an important part in decreasing cash delivery, reducing social cost, safeguarding fund security, improving social credit environment, preventing and restrainting corruption, and clamping down tax evasion, money laundering and other illegal criminality. The point which influences effect of non-cash payment is the performance itself. Under a certain social environment and public habitual condition, whether non-cash payment is convenient, quick, safe, and orderly is the emphasis that customers care about and at the same time the decisive factor whether they would accept or use. The performance shape of non-cash payment must rely on the foundation of settlement--payment system’s construction and consummation. Therefore, it has vital practical significance to study non-cash payment’s application from the perspective of payment system’s construction.This paper takes Taizhou area as a sample to study non-cash payment’s application from the perspective of payment system’s construction, analysing its catalytic effect, and the factor influencing non-cash payment’s application in business system’s aspect. At last, it attempts to put forward some available suggestion on improving payment system’s construction and promoting non-cash payment’s application.The overall objective of this paper is to elaborate improvement on business function and mode, and setting efficiency in sample region which payment system’s construction brings to non-cash payment’s application not only in theory, but also with empirical analysis. At the end of this.paper, some reasonable and effective suggestions are brought forward on the basis of research on factors influencing non-cash payment’s application.The core contents of this research is to analyse in sample region how inter-bank payment system’s construction promotes bank card’s application by bank card consumption volume change since the beginning of inter-bank payment system to2008,bank card percolation rate and some other change; how HVPS’construction promotes non-cash payment’s application such as remittance by contrastive study in business volume of EIS and HVPS in1999-2008; how BEPS’construction promotes fixed debit, fixed credit and some other non-cash payment and bill’s application by actual situation about business volume of petty remittance, fixed debit, fixed credit, Universal cash saving and withdrawing, cashier’s cheque in BEPS and bank draft; how CIS promotes cheque’s application by actual situation about business volume of secondary cheque after CIS runs. At the same time, this paper analyses factors influencing non-cash payment’s application based on systems above.The conclusion of this paper is that the function which inter-bank payment system’s construction promotes bank card’s application was notable, the effect that HVPS’ construction promotes non-cash payment’s application such as remittance was marked, and the process which BEPS’construction promotes bank note and draft was tremendous. However, the effect that CIS promotes cheque’s application was not so obvious mainly because of high dishonored rate, and the function which BEPS’construction promotes petty remittance’application was weak, because that charge for petty remittance was a bit high, fixed debit had complicated formalities, and fixed credit was lack of functional advantage.At last, this paper puts forward some available suggestions on improving payment system’s construction and promoting non-cash payment’s application based on the conclusion from positive analysis above.
