Wenzhou city is located in southeast coast of Zhejiang Province, which is one of the first batch of open coastal cities in the country, and one of the first batch of rural reform test area in1987.The whole city covers three districts, six counties and two cities. The total square is11,784square kilometers and the population is7million and5thousand.. In2006the city’s per capita disposable income of urban residents was21,716yuan, which is the highest in the nation; farmer’s per capita net income7543yuan, above the provincial average, which is two times more than the national average.However, the phenomenon of imbalance in Wenzhou regional development is very serious, because of the constraints of geographical environment and resource, and the impact of the development of urban-rural dual structure. Now the city has five "Hundred counties nationwide", but also has six underdevelopment counties. There are a large number of wealthy private business owners, also there are many people living under moderate level. How to promote the coordination development of Wenzhou regions,and to reduce differencres among regions, has become a serious problem in the process of modernization in Wenzhou. To further accelerate the development of less developed areas, reduce regional disparities, and eliminate the problem of poverty is of great significance. It is related to the construction of a comprehensive well-off society and the construction of new socialist countryside.Based on the research of poor parts and island of Wenzhou, the economy of less developed areas has achieved remarkable progress. However, the total economic aggregate is not large, the industrial development potential is not enough, and the per capita target is still seriously on the low side. The financial income and financial resources are inadequate. The transportation system, education, health, communications are undeveloped. Per capita income of farmers is apparently different. Due to geographical remoteness, low quality of the labor, poor infrastructure and inadequate policy support, the development potential of underdeveloped areas is insufficient. It is difficult to rapid the progress, research to the measures and countermeasures to develop those areas are followed: Speeding up the process of moving out from countryside to high high income level region (or city) to alleviate poverty; developing the rural processing with supply material industry; Helping to increase the intensity of poverty and strengthening the local human resources development. It is a reference for other similar study of economic type in coastal regions.
