The total population is8.09million, ranking the second in Jiangsu province, and the agricultural population is6million, ranking the first in Jiangsu province. In recent years, Yancheng deepen various reforms in rural areas, and actively implement various policy measures supporting the development of agriculture to develop modern agriculture as the focus, in order to promote the farmer’s income as the main line, steadily promote the transfer of agricultural surplus labor, and effectively promoted the city’s economy has good and fast development. However, due to historical reasons and deep-seated factors, the current transfer of surplus agricultural labor still faces many problems and difficulties, the number and the speed of rural labor transfer can not meet the needs of economic development. As a result, this artiele will analyze the problems of the transfer of agricultural surplus labor inYancheng, and explore an efficient way for the transfer which would help the innovation of work method, elimination of system object preventing the transfe, aetively opening up new area for the transfer and new career opportunity, fastening the step of the transfer. We do believe the analysis has,on some sense, the oretical value and reality help.This thesis briefly outlines the relevant theory and research achievements of foreign scholars and Chinese scholars on the transfer of agricultural surplus labor such as Lewis and Liu Wen. And based on the study of relevant literature and social survey, This thesis investigates the transfer of agricultural surplus labor in Yancheng from three aspects. Firstly, according to the actuality of Yancheng, it summarizes the course of the transfer of agricultural surplus labor, and gives us an analysis of the present condition and characteristics as well as the problems encountered in the transfer of agricultural surplus labor. Such as low quality of agricultural surplus labor, the lack of professional skills,the fairly low organization intensity, the imperfect laws and regulations, the legitimate rights and interests of migrant workers is difficult to get an effective protection.Secondly, use the push-pull model,it analyzes the motive mechanism which drives the the transfer of agricultural surplus labor in Yancheng. Including the push in rural areas, the attractiveness of cities and towns and the Government’s drive. Thirdly, it analyzes obstacle factors that affect the transfer of agricultural surplus labor in Yancheng from three aspects such as the external economic environment, the dual structure of the system and farmers internal aspects of their own. Based on the analysis above, search new model and new path to promote the transfer of agriculture surplus labor in Yancheng, that is to implement the complex transfer mode of "give priority to local transfer", that is strengthen the ability of agricultural to absorb the suplus labor through the adjustment of the internal structure of agriculture, set up the transferable platform of agricultural suplus labor through urbanization, and expand new way to tansfer agricultural suplus labor by developing private owner economy. According to this mode, it suggests a series of measures to promot the transfer of agricultural surplus labor in Yancheng, such as quieken the adjustment of agricultural strueture, encourage farmers return home to carve out, enhance training to improve famer’s quality, improve the labor market service system, and create a good system environment for the transfermation. accordingly, to realize the smooth transfer of surplus agricultural labor. At the same time, it can promote the development of local economy, get rid of urban-rural dual structure,and achieve overall development of urban and rural areas.
