Study On Issue Of Farmland Transfer And Agricultural Surplus Labor Transfer

The thesis mainly studies farmland transfer and agricultural surplus labor transfer.Farmland transfer refers to the circulation of rural land contract management rights.Transfer of agricultural surplus labor is the transfer from agriculture to secondary and tertiary industries,which consists of two typical models local transfer and foreign transfer,and this transfer is often related to the citizenization of migrant workers.Farmland transfer,agricultural surplus labor transfer and urbanization are the results of the modernization construction of each country.The developed countries have basically finished the process,and the developing countries are promoting it comprehensively.China is a socialist country where farmland transfer,agricultural surplus labor transfer and urbanization all develop with Chinese characteristics.This thesis tries to explore the above aspects.The thesis mainly applies the investigation method,the literature method and the comparative analysis method.The investigation study refers to the questionnaire survey on 450 peasants in Duandian Village and interviews with village cadres aswell as some local peasants,which aims to understand the current situation about farmland transfer and agricultural surplus labor transfer in the village.The literature study reviews some related theories proposed by scholars home and abroad after looking into a large number of government reports and policies related to farmland transfer,agricultural surplus labor transfer and the citizenization of migrant workers.The comparative study mainly targets at the European and American models of farmland transfer,agricultural surplus labor transfer and urbanization.In general,this thesis consists of six sections.The first section clarifies the research background and the significance of the study,presents the research contents and the adopted methods and also explains the related concepts involved in the research.The second section makes a brief introduction of the related works home and abroad and proposes a research perspective based on wide-ranging reading and comprehensive analysis.The third section generally introduces the natural geological conditions,social economic conditions and land use conditions in Duandian Village as sample,and then analyzes the current situation of farmland transfer and agricultural surplus labor transfer in the village by collecting all the questionnaire data,systemizing and calculating with Excel.The fourth section briefly analyzes the mutual relationship between labor transfer and land transfer.The two are in mutual effect;they promote and restrain each other.The fifth section examines the reasons for existing problems of the land transfer in Dudian Village from the perspectives of its system environment,market environment and peasants themselves.The influence of peasantsis concluded from the questionnaire data with SPSS software.The age of peasants is in a negative relation to land transfer,while the educational degree of peasants,their migrant working time and distance are in positive correlation with land transfer.The sixth section provides corresponding suggestions based on analyzing the problems of farmland transfer and surplus labor transfer in the sample village.In order to construct positive interaction between farmland transfer and agricultural surplus labor transfer,first,it is needed to update all kinds of systems,and especially to eliminate the dual household registration system and improve the land transfer system as well as the social security system.Secondly,it is important to combine the local practice,and make innovation in land transfer methods.Thirdly,it is significant to increase the training activities for migrant workers with aims to strengthen their cultural and technical abilities.In addition,integrating and improving the transfer market of land contract management rights cannot be neglected.Furthermore,it is urgent to speed up the urbanization of migrant workers.
