Research On The Innovation Of Governmental Supervision Over Food Safety

In recent years, many food safety incidents erupted around the world. Nowadays, governments and consumers of many countries have to pay more attentions to food safety than before. China’s food security situation is likewise grim. After requirements of creature comforts been met in substance, people suddenly found that the food safety which they depend on is so weak and the food safety issues are hard to keep out. Base on the common attribute of food safety, supervision and administration of food safety is the function of government. Governments should comply with the impersonal rules of nature and human being society, and put the supervision of food manufacture, processing, business and consumption on the base of continuable theories, and then keep a safe and healthy food chain. To live up to these, governments should apply themselves to far-sighted science study, legal safeguarding and strict implements. What’s more, governments should construct an effective supervision circumstance, encourage consumers participating in supervision on their own initiative, and encourage corporations complying market rules. None but effort of governments, corporations and consumers, we can construct a seamless supervision system of food safety to keep food safe.Base on the information asymmetry theory, the seamless government theory and the theory of innovation, this paper analyzes problems of food safety supervision and countermeasures from the view of the food safety supervision of Nanning new high-tech industrial development zone. This article is divided into six parts. The first part is the introduction, and it introduces the background and significance of the study, summarizes academic subject of the current study status, and then analyzes research pathway, concepts and research methods of this article. The second part of the papers states to some relevant concepts, such as "food","food safety","supervision and administration", and introduces the information asymmetry theory, the seamless government theory and the theory of innovation, and then states the must that government should performs the duty of food safety supervision. The third part contrasts and analyzes the different food safety systems between China and some other states, moreover, puts forward five helpful views of foreign countries. The fourth part analyzes characteristics of Nanning new high-tech industrial development zone’s food safety supervision system, and pivots the causes that food safety problems happened. The fifth part summarizes viewpoints of the article, and advises innovative countermeasures of food safety supervision, including innovating concepts, law systems, mechanisms, supervisors, and tools. The sixth part is epilogue which summarizes the whole article and looks aftertime.
