Study On A Seamless Supervision Mechanism Of Food Safety For Local Government

In recent years, various food safety incidents around the country, such as the "Lean" and the "Sudan" events which occurred frequently, have brought in great threat to public health. The Food Safety Law of the People’s Republic of China adopted in2009proposed the supervising concept of a multi-sectoral segmentation of regulatory and proposed to establish the regulatory network of the whole process "from farm to fork", which was a scientific regulatory system corresponding to our current national conditions. However, a variety of problems came out during the local actual operation of multi-sectoral segmentation of regulatory, due to the market failure, absence of industry self-regulation and laws and standards needing to be improved, which directly lead to the consequence of inefficient supervision. Therefore, studying innovative food safety supervision mechanism based on sorting out the food safety regulatory approach, is of great academic value and practical significance.In this paper which is divided into five parts, Ruian City is used as a practical example. The first part sets forth the research purpose and introduces the related concepts and theory of food safety supervision; the second part introduces the present food safety supervision system of our state and its operation method, then analyzes theoretically the likely "gap" in the operation of food safety supervision system; the third part takes Ruian City as an example and demonstrates the symptom of such "gap" existing in the operation of local food safety supervision system by analyzing food production、circulation and the basic status of restaurants and the present settings and supervision method of food safety supervision section, then analyzes the reason; the fourth part introduces the innovation of the seamless supervision mechanism of food safety of Ruian government, which includes the intergovernmental coordination mechanism, the sector linkage mechanism, the information disclosure and feedback mechanism, and the public opinion guiding mechanism, discussing the feasibility and effectiveness of such seamless supervision; the fifth part proposes the outline and related measures of improving the local seamless supervision mechanism of food safety. This paper is expected, to some extent, to be the reference of the theory and practice development of local food safety supervision in China.
