The Research Of Project Quality Management Based On User Perception Of Network Optimization

In recent years, with the explosive development of wireless internet service, the popularization of low priced smart phones, and the diversity of data value-added service, it has become a common lifestyle for youngsters by surfing the internet anywhere, anytime.In China, more consumers are enjoying high-quality and convenient telecommunications services, operators and the wireless service providers are sharing a handsome profit made by the new services.In the meantime, we find that the change of the user’s behavior has made strong impact on the telecommunications network of the operators. In Beijing, the user perception decreased for the first time with the increase of complaints which has reached the highest of all time. The results of test on road, express way and railway are not satisfying. Network is fundamental for the operators. To face the worsening of user perception which is a key factor for the survival of the operators has become an urgent problem for the network department.In the thesis the author firstly has an overview and analysis on the theory of project quality management, introducing the research on user perception, briefly on the methods of operator’s transition to adapt wireless business growth, to explore the fundamental model and path to apply project quality management to user perception.Secondly, the thesis studies the effect of innovations on thinking and tools and how to transform traditional network performance optimization to user perception model, out of practice, by analyzing the process of user perception project management, comparing quality planning to quality assurance and quality control, taking examples of key factors of user perception. Finally, the thesis summarizes up the experience and achievement of Beijing Mobile2011User Perception Project, and looks into the future of the upcoming era of wireless internet service and how the operators balance business growth and user perception, as well as build a mode for network operation and management, which meets user’s demands in order to have the core value of enterprise,’serve the society’, recognized.
