The credit is a great way to boost economy, and to expand consumption level. In the hot competitiveenvironment of current tele-com companies, Effective credit management is necessary to increase consumers, control risk of debt, and increase revenue. For a long time, Telecom companies are facing issues like vague strategy, unscientific credit evaluation module, limited evaluation, low cost efficiency of technical support, defects oftraditional payment, barriers in traditional communication channels, all of which cause credit management cannotproduce the right value. Under current situation with massive and rapid development of mobile internet, above issues will be readily solved. Make full use of credit management mechanism, granting reasonable credit to users with good credibility, users can still consume normally with credit. The increasing of users with credit will bring substantial revenue to telecom companies. By using all advantages of mobile internet, and combining traditional 4Cs theory, this thesis sets up the credit management system for telecom companies, which includes the strategic goal system, organization management system, business control system and the technical support system as well.Meanwhile, with data analysis as per the telecom operators credit evaluation, and quantitative analysis of the factors affecting user credit, this thesis sets up the credit rating model based on the communication demands, historical outage, social impact, payment conditions and off-grid cost. By actual data testing of the rating model,with rationality and scientificity of this credit rating model verified. With comprehensive utilization of channels conveniences, strong payment ability, big data collection and emerging technology architecture from mobile internet, the thesis tries to ensure the implementation of the credit rating model can produce new value, which will bring telecom companies greater benefits and better risk controlling ability, and help them to achieve their strategic goals of credit management. At the same time, the credit management system designed in this thesis will greatly enhance the operation level of telecom companies, and contribute more to establishment of the national credit system and society of credit.
