In the Information Era, demands for anytime, anywhere communications are increasing every day along with the rapid development of economics and interaction. Due to the global economic integration, increasing international business collaboration and growing international tourism, more and more business persons and tourists frequently travel around the world. Mobile international roaming has become an important service of telecom operators. As international roaming customers are usually high end customers whose ARPU value is high, their satisfaction of the international roaming service can help increase revenue. More importantly, high quality international roaming service has tremendous potential value in customer retention and brand appreciation. Since China Unicom has been awarded the 3G license, no doubt that the company needs to take advantage of the WCDMA license in the new round of competition to change the situation where China Unicom was left behind in the 2G Era. In order to obtain advantages in this new round of competition, it is critical for China Unicom to expand the international roaming coverage and enhance its quality. With this goal in mind, China Unicom had focused on enhancing the quality of 3G international roaming even before the 3G network was officially commercialized.3G international roaming is a cross-regional, multi-business service involving multi-network, multi-device and multi-technology. To enhance the quality of international roaming, network, technology, customer services, etc. need to be considered together.In this paper, I investigate and study the quality control and management of commercialized telecom service products. The study focuses on the quality management of the 3G international roaming project. Knowledge in Project Management, methods and theory in tangible product quality management has been used for this research. This paper is divided into six chapters that cover quality planning, quality assurance and quality control and so on. Using the knowledge learned from the Project Management courses, especially in quality management area, combining the working experience in network operation and maintenance with a telecom operator, the author tries to conduct a systematic analysis, in-depth discussion and explanation on the problems of the international roaming project. The methods and theory in the area of quality management of the commercialized telecom products are expected to be utilized to ensure the quality of 3G international roaming services, and to be widely implemented and applied by telecom operators in the process of commercialization of high-quality telecom products.
