Study On The R&D Efficient Of The Pharmaceutical Manufacture Industry And Its Factors

It is well known that the pharmaceutical manufacture industry is closely related to the people’s health, with each country’s rapid economic development, rapid technological progress and attention with human health requirements, making the pharmaceutical manufacture industry entered a stage of rapid development, so the pharmaceutical manufacture industry is called as the "sunrise industry which never fading". With the advance of reform and China’s accession to the WTO, China’s government pay more and more attention to the development of pharmaceutical manufacture industry, pharmaceutical manufacture has entered into a high-growth period of development. However, due to the scarcity of R&D capital and R&D personnel,the input of manpower、material and financial resources was limited by the natural conditions and the economy, how to make limited resources to maximize the efficiency has become a very important issue.This article studies the R&D effectiveness、the influence factors of r&d eddiciency、efficiency calculations and the calculations of the influence factors at first, which establish the theoretical basis of this article; then introduce SE-DEA model、BCC model and Malmquist Index model; and then build input and output index system of pharmaceutical manufacture industry’s R&D efficiency, calculating the static R&D efficiency and dynamic R&D efficiency according to panel data from1998to2010of China’s25provinces in pharmaceutical manufacture industry, analysis the reasons of the low efficiency of pharmaceutical manufacture and the reasons of changes in R&D efficiency. The results of dynamic R&D efficiency show that the R&D efficiency is improving with9%’s rate of rise.Finally,based on previous theoretical and empirieal research,and the present facts of China’s pharmaceutical industry,we had six hypothesis factors effeeted the efficiency of pharmaceutical industry R&D in China:R&D investment、the quality of human capital、market concentration、the government investment、foreign direct investment and the need of new products,and then we took regression analysis by using the fixed effeets model with panel data,and we got the results that R&D investment、 market concentration、the government investment and the need of new products has positive effect to improve the effieiency of R&D,and the quality of human capital has negative effect.After that,based on theoretical and empirical research in this article, we made policy recommendations to enhance the R&D efficiency of China’s pharmaceutical industry.
