Since China's Reform And Opening Up Of China's Agricultural Fiscal Policy Performance Research

With the reviewing the reform and opening up, the development of agricultureand fiscal policy has been went through great changes in China. We should analyze thecauses of fiscal policy performance of agriculture from the theoretical point of viewand explore it with the formation mechanism. Then based on the VAR model, weshould apply the method of Johansen cointegration test, causality test by Granger,impulse response functions, and variance decomposition, etc. From the empirical angle,analyzes the relationship between the fiscal expenditure in total and the fiscal policyperformance of agriculture. The results show that Chinese fiscal policy of agricultureproduces the performance respectively in the aspects of expenditure and income;furthermore, it can promote agricultural economic growth, raise farmers’ incomes andincrease food production in the long term, particularly the performance of theagricultural financial expenditure. Besides, analysis on effect of agricultural financesexpenditure of three variables. On the basis of above policies, we should extend thescale of fiscal expenditure, and optimize the structure of agricultural fiscal expenditure,then maintain the strategy of reducing agricultural tax revenue as well as puttingforward to corresponding policies.
