Since1997, the income of urban and rural residents expanded continuously,2010up to4.5:1, if we take the housing, health care, education, transportation, and public servicesinto account, at the same time, take no account of something of the famers’ incomes, such asgrain, this gap will be more big. And these gaps, such as education, social security, impact onthe economic comprehensive, coordinated and sustainable development. The western ofLiaoning province, as part of the old industrial base in northeast China, The agriculturalpopulation and rural construction in the whole situation in northeast China has someparticularity. This thesis aims to the local actual condition, find out the problem in the processof building a new countryside, and puts forward the corresponding solutions.This article has analyzed the socialism new countryside construction of the western ofLiaoning province from three parts, on one hand, the author analyzed the overall of thesocialism new countryside construction of the western of Liaoning province, including theregional area, population and the income of the farmers，and analyzed the actualities ofsocialism new countryside construction. At the order hand, the author analyzed the problemsin the course of socialism new countryside construction from the questionnaires, thesequestionnaires tell us, the low incomes, the low quality of the farmers and the rural socialsecurity system is not perfect and so on are the main factors what restricted the western ofLiaoning province’s socialism new countryside construction. In the end, the author advancedsome countermeasures to solve them: we will redouble efforts to boost rural infrastructuredevelopment, improve the urbanization of villages; develop agricultural distinguishing feature,promote the agriculture’s industrialization and modernization; Strengthen the rural public’sservice ability, to improve farmers’ living standards. In the process of writing, the authormakes every effort to achieve the apply theory to reality, and has certain systematiccharacteristic and the reality pointed.
