Research On Construction Supervision Professional Liability Insurance System In China

Since has been earried out in China, construction supervision system has achieved considerable development. However, With the great changes of market environment, it has inevitably encountered some problems, the more prominent ones of which include it is hard to match the supervision of professional responsibility and occupational risk, the legal responsibility of supervision firm and the supervising engineers needs to be strengthen, it is necessary to further improved the supervision of social regulatory system. Domestic and foreign experience shows that, establishing and perfecting the System of Professional Liability Insurance for Construction Supervision is an important measure to promote construction supervision system to develop healthily and orderly.However, due to the special background and meaning of the supervision of construction projects in China, the development of project supervision professional liability insurance system has been comparatively late, so basically there is little mature experience can been learnt from. However, it is of importance and urgency to establish the engineering project supervision professional liability insurance system which is in line with our current situation needs. This paper aims at analyzing and researching the important problem of engineering supervision professional liability insurance, and the main research contents are as follows:(1)Analyzing the meaning of the professional insurance system for engineering supervision, and mainly focusing on researching the relation and difference the concept of project supervision occupational insurance and related ones, as well as exploring the principle that should be adhered to when establishing of the Engineering Professional liability insurance system.(2)Discussing the meaning of Supervision of engineering supervision professional liability insurance, mainly focusing on the research of the system safety value, the efficiency value, fair value and the value of ensuring independence of security engineering supervision.(3)Summarizing and analyzing status and theoretical research status of professional liability insurance for the system’s development in some foreign country, especially in the United States and Australia; studying the current development of China’s Professional liability insurance system and the existing problems.(4)On the basis of above discourses, give personal proposals on how to improve engineering supervision professional insurance liability system in our country.
