The governments in the world commented the significative reformation from nineteen seventies. It was the focus on improving performance of the public sector in theory and practice. The performance evaluation is the important tool to improve the performance of the government in the new public management, and the mostly contents to found the "service-oriented government". It is crucial to achieve organizational goals, to improve the human resources management and institutional management. Therefore, many governments in the world are putting attention to the performance evaluation and the problem has been the puzzle in the administration management. It is the trend to set up the responding government, to set up an assessing index system, and to carry into effective performance management. The performance evaluation about the government has been the subject of the public management in the field of administration.The tax authorities are a basic organization and a department of law enforcement. It is urgent to build the service-oriented revenue organization in the background of the service-oriented government. It is an important problem to tax organization to improve the performance management. In recent years, the L local tax bureau has been committed to the research for the performance management to improve management standards. It is the important constitute to build effective performance evaluation system. Therefore, the paper sets up a set of effective and practical performance evaluation system and designs a performance evaluation information system.This paper mainly adopts balanced scorecard and key performance indicators to resolve the existing problems of performance evaluation. The objects of the performance evaluation are the departments of bureau, the subgroup of bureau and the district units. These objects of all levels have different assessment content and method of assessment. The performance evaluation system of the three candidates is different for each of the objects. The paper designs a same indicators system for the departments of bureau. The subgroup of bureau and the district units are based on balanced scorecard and key performance indicators to determine the BSC system. The key performance indicator is the crucial for the performance evaluation system, in addition, the design calculations of the performance evaluation can attain the evaluation conclusion finally. The performance evaluation system have developed information system design and planned the five basic functional modules of the performance evaluation system.This new performance evaluation system have resolved the current performance evaluation existing problems for the L local tax bureau, and the experience has shown that the proposal of practice to the local tax departments.
