Easuring Inclusive Growth And Promotion Strategy In Changsha

Since reform and opening up, China’s economic development entering a new stage, the process of industrialization and urbanization to be accelerated ceaselessly, People’s living standard has been greatly improved. However, the Achievements of economic growth have not been shared by all people, The inequality of Income and expenditure and The inequality of Non income t have continued been at a high level. Social polarization and the conflict have been more serious. How to make the fruits of development enjoyed by more people is badly in need of solving problems in the contemporary Chinese. Given this background inclusive growth drawn a great public attention.In this article, on the basis of analysis a large number of domestic and foreign literature, and Through defining the related concepts of inclusive growth, this article Put forward a set of evaluation index system of inclusive growth. So based on the definition of inclusive growth concept, this paper Put forward a set of evaluation index system and evaluation criteria, selects the method of fuzzy comprehensive evaluation to inspect and measure the inclusive growth in Changsha from2001to2010, carried on the concrete study to Changsha inclusive growth Present situation and the restricting factors, At the last, this paper tentatively puts forward the thoughts and countermeasures of Changsha inclusive growth development. The main conclusions are as follows:(1) Defines the concept and connotation of inclusive growth. Inclusive growth is a kind of growth mode that emphasizes creating more jobs and developmental opportunities through the efficient and sustainable economic growth and promoting social justice and increasing achievement sharing by reducing and eliminating opportunity inequality. Inclusive growth connotation includes economic growth, the equality of opportunity, social justice, achievements sharing and sustainable growth.(2) According to the concept and connotation of inclusive growth,20indicators are selected based on economic growth, the right to obtain, social justice, achievements sharing and cultural tolerance to build inclusive growth evaluation index system.(3)The author uses the method of fuzzy comprehensive evaluation to inspect and measure the inclusive growth in Changsha from2001to2010.And the results show that the situation of Changsha’s inclusive growth from2001to2008can not be optimistic, only the "barely inclusive". From2009to2010, it is the "basic inclusive". Therefore, over the past10years, the level of Changsha’s inclusive growth showed a rising trend.(4) Combined with current situation in Changsha, the dissertation illustrates the obstacle factors which constrain the development of inclusive growth. According to this analysis, there are four main factors: Firstly, the mode of economic development needs to be transformed; secondly, the gap between rich and poor expands unceasingly; thirdly, the government position is not clear and fourthly, demographic bonus and high employment pressure.(5) According to the analysis on evaluation results and restriction factors, corresponding countermeasures to promote development process inclusive growth are put forward from the following aspects including economic growth, the equality of opportunity, social system fairness, income and allocation fairness, and construction of inclusiveness culture.
