With the coming of the knowledge economy time, enterprises focus more on the talent competition. It has become more and more favorable of enterprise to authorize the management of the non-core business of human resource department to a third party (a professional company), which is called human resource outsourcing(HR outsourcing) and can make the human resource department only pay attention to the core business. HR outsourcing can promote enterprise’s core competitive ability, effectively relieve the working pressure of human resource department, which may better support the development of the enterprise’s core business, so as to improve the strategic position of human resource department in the enterprise. However, HR outsourcing is not everything and can’t solve all the problems in enterprise.The research object of this paper, CM Shaanxi Company, is a state-owned listed company, also the leading enterprise of the communication industry in Shaanxi. Rivals in the race constantly share CM Company’s existing interests of the market. Only by continuously improving the core competitiveness of the enterprise can CM Shaanxi Company be in an impregnable position. CM Shaanxi Company is one of the earlier companies which use HR outsourcing management model in Shaanxi Province and its proportion of outsourcing employees is more larger than which of the contract staffs. The stability and competition ability of outsourcing employees will directly restricts the improvement of CM Shaanxi Company’s core competitive ability. With the continuous development and expansion of the CM Shaanxi Company’s business, the original management of outsourcing employees can not meet the needs of the development of enterprise business. The existing problems will hinder the development of CM Shaanxi Company.Therefore, this paper used comprehensive literature research, case analysis and combination of interview, referenced relevant theoretical knowledge, tried to do some in-depth study through the theory and practice.It first introduced the topic, the background and the significance of the research, following the research content and method. Then it expounded the related theory and the present development situation of outsourcing employee, HR outsourcing and HR management in the domestic and foreign countries, based on this, analyzed the present situation and the existing problems of the CM Shaanxi Company outsourcing employee management. Finally, it put forward some improvement program in the light of the problems existing in the outsourcing employee management of CM Shaanxi Company. It also put forward some measures to ensure implementation.This paper was of great realistic significance to CM Shaanxi Company and of referential significance to the enterprises which will use HR outsourcing mode and to outsourcing vendors which will be engaged in HR outsourcing business.
