With the sustaining developing of the economic globalization and China’s reform and opening, the national income and people’s living standard has improved. The beverage industry has grown by20%annually. Because of its rate of rising and developing, it has deep effected on pushing domestic economic developing. The rapid expansion of production and lots of emerging enterprises will not only bring the industry talent shortage, but it will appear in talent training and sharing. Therefore, it is indispensable for an enterprise to retain and foster the talent. It is an urgent problem for our company to establish a scientific salary incentive system, giving it full play to attract, retain and encourage the talent.This paper based on the analysis of the compensation and management of Shaanxi Zhongfu existing situation, it gave deep studies to the salary system. In considering the double factors which are the internal equity and external competitive, based on the salary system and performance evaluation, we combined staff position, ability and value creation together effectively. We finished position analysis and evaluation by using the questionnaire survey and factor comparison. And also according to the market survey result, we set up a new reasonable salary system based on their position and salary structure. At the same time, we finished the performance evaluation by using the key index of the Balanced Score Card to guarantee its effective operation. We made it specific and clear to carry out the system.The result of this research has an active effect on the salary management and performance review. The result pushed it ahead to enhance the enterprise’s human resource management level.
