The development of Information and Communication Technology, not only havechanged people’s lives and decision behavior, but also changes the way people participating ingroup decision-making, the study of group decision-making will be placed in the new era. Inview of the existing group decision-making research has not consider the characteristics ofe-democracy, and the study of group decision-making is still limited to static build-up ofindividual preferences, this study is presented in the electronic environment of democraticdecision-making, application of multi-agent simulation technology in dynamic group decisionmaking will be used.This paper first describes the origin of e-democracy and public participation incommunity affairs in group decision-making models, the steps of participating in the world ofe-democracy and our current e-democracy development status, further review some classicalinteraction assumptions between individuals, pointed out the possibility of integration of thetwo area. On this basis, refining the decision-making characteristics of e-democracy context:(1) the implementation of e-democracy projects has overcome the distance of time and space,direct democracy become a reality, building evolution model based on cellular automata,using the hypothesis of self-confidence interaction in the community, the comparativeanalysis of performance under the non-e-democracy and e-democracy decision-makingenvironment is made, pointing their existing difference in group opinion consistency anddecision time, the implementation of e-democracy projects can significantly improve theconvergence of the group opinion consistency, and reduce the convergence time of the groupopinion.(2) P2P interaction and network interaction between the individuals in e-democraticdecision-making groups is realized, we analyze the characteristics of these two interactionmechanisms, establish of a dynamic group decision-making model under the influence ofoutside network opinion, to discuss the impact of strength of network opinion on convergenceperformance of the group opinion.(3) various size of subgroup has emerged in the era ofcurrent democracy societies, assimilation and dissimilation interaction between individuals istaken into account, including the introduction of individual interaction threshold and rejectthreshold, study group opinion consistency, polarization, and finally count the number of subgroups with individual interaction threshold and reject threshold in their respectiveopinion spatial, the groups forming associations, ways to improve group decision-makingperformance and population structure of the era of electronic democracy ideas is forward.Computer experiment methods and quantitative analysis of the dynamic group decisionperformance in the context of e-democracy is used, the research methods and research tools,is supplement of innovation and existing research. Conclusions of group decision-makinginspire the further research.
